Is there a univeral strobe flash that will work with a Kodak DX6490? Example http://cgi.ebay.com/PHOTOGRAPHY-PHOTO-DIGITAL-FILM-LIGHT-STROBE-FLASH-NEW_W0QQitemZ7544797891QQcategoryZ30087QQrdZ1QQcmdZViewItem
I have got a external flash that uses a sync cord to activate the flash, so I figure that a digital stobe light flash would work the same.

Because of all the options available, you're best bet is to call Kodak or a local camera store to see what they suggest. I don't get the impression from your post that you're looking for a simple slave flash but, just in case, here is some information.

http://www.digicamhelp.com/digital-camera-slave-flash/index.htm

The Vivitar DF200 Digital Flash is feature there. It is a universal flash designed for any digital camera with an integral flash, which acts as a slave to your built-in camera flash. It has a learning-mode that profiles your cameras existing flash.

If you're looking for more sophisticate equipment and flash sets, these links give you some idea of what's available:
