I am new to dslr photos. I know zoom lens come with hoods. Do I keep them on at all times? Do I put it on a certain way, like the part that sticks out the furthest on the top?

The main reason for using a lens hood is to prevent stray, side-light from hitting the front lens element. Photos taken when using a lens hood can have richer colors and saturation, as well as prevent lens flare.
Many photographers use a lens hood all the time (except to prevent vignetting when using the built-in camera flash or shooting at wide angle). A lens hood can also help protect the lens from damage from slight bumps.
Not all lenses come with lens hoods, though they can be purchased separately. I don't generally use a lens hood but there are times I probably should have, especially when taking photos in bright sun.
Experiment using the lens hood at different focal lengths and in different lighting conditions.
Most lens hoods screw into the front of the lens. Some can be reversed, and will fit over the lens when you don't want to use the hood.
