Irfanview is a basic program, which is used even by many of us who have sophisticated programs such as Photosop.

In addition, download PhotoFiltre and PhotoPlus and see which one you like best. Both let you resize images and have a lot of great tools to make adjustments to digital photos such as sharpening, contrast and brightness, etc.
