Boy, that's strange...everything is blue except when you record movie.
If the White Balance and EV settings don't help, then I suggest you reset the camera. Maybe a WB setting is stuck in record mode but not video mode.
If that doesn't work, you should contact the tech support for your camera. Remember though, when a digital camera needs repair, the cost can be close to or more than the cost of the original camera. It sometimes is less expensive to buy a new one...plus you have a new warranty.
